As for jobs, sac has a police 911 center, s/o center, CHP center (less pay) and a regional fire center. You can also head to Placer and that area. There is no way to expedite some processes due to state mandates such as physchs and medicals. Some agencies do it quickly but you still have to hit all the steps.
