That's what San Francisco Emergency Communications did. Actually, first they

visited CHP's huge center in Vallejo where they answer 911 cell from the 9

bay area counties and then when they took on cells they started with one carrier

and ironed out problems with that one before moving on to the next. That way

if there was an issue they knew pretty much which carrier it was and were

able to resolve it without a lot of hassle trying to figure out where the

problem

was coming from.

What I heard was that San Francisco's call volume doubled. When I answered

cell 911 about 60% of the calls I got were hangups -- people sitting on their

phones because its cool to have a cell phone thats turned on on your belt. Out

of 250-300 (or more) calls I answered in a 10 hour day having 60% hangups was

frustrating at best. Also, unless the technology has changed I used to also

get a lot of cell skip so that I'd get calls from other jurisdictions -- like

one call came from Pennsylvania -- but that was a real oddity.

Location becomes even more important - -especially what county the person is

in. In the Bay Area we have several streets that are in more than one county.

One local PD loves to tell the story how they got a transfer cell call where

the guy was yelling about someone with a knife or a gun in front of their

house and it turned out to be in another county. With the one transfer of 911

allowed the first agency had to get all the information and relay it to the

other county thereby delaying the response. I just got to where I asked what

county the person was in just to be on the safe side unless I knew for certain

which county they were in.
