Blue Cross denying self-pay access to clients

Hello Group... here we go again with BCBS. I run a hospital based (LTACH) OP

clinic where BCBS of Utah will not contract for OP services even though we are

contracted for IP services. BCBS is aware that there is no other OP clinic

offering the neuro specific and women's health services that we do, but still

refuses to contract. Because of this, their clients have had to access services

through self-pay at our clinic and now BCBS is saying we cannot even see their

clients for self-pay or we are in " breach of contract " even though we only have

an inpatient contract with them.

Has anyone heard of anything like this? Can an insuror deny access to services

out of network even if the clients want to self-pay? This seems absolutely

absurd to me yet they are threatining our, frankly, much more financially

important inpatient contract.

Any thoughts or suggestions?
