Guest guest Posted June 12, 2001 Report Share Posted June 12, 2001 Here's another link (actually two, depending on which format you prefer) to guidelines recently put out by the Indiana Division of Special Education titled " Guidelines for Determining the Need for Extended School Year Services, May 2001 " http://web.indstate.edu/soe/iseas/esy.pdf http://web.indstate.edu/soe/iseas/esy.html At our year end IEP meeting the CCC agreed that needed ESY services for speech and audiology, however they were initially denied based on the LEA sped director's policy that " no child who is making progress receives extended school year service. " Our case conference coordinator told us about this " policy " (yes we have this on tape). I found these guidelines online the very day that we had a meeting with this director regarding this denial of ESY services. The link wasn't there just a few days prior, talk about prophetic. I think he was a bit surprised when I pulled out my copy and asked him if he'd seen it yet (he had received it a few days before, but I had probably looked at it more than he had.) It addressed the very reasons ESY were recommended (emerging skills, regression of skills, etc.) After a bit of run-around, we were successful in getting the ESY services needs. Unfortunately, despite our best efforts prior to and at the beginning of the meeting with the director, we could not get a copy of his " policy " in writing. In fact, as expected, he never openly admitted to having such a policy; said something to the effect that " they couldn't make such policies. " Of course that doesn't prevent them from saying they do and if they get away with it all the better for them, if not the students. Makes me and my husband mad, but I'm not sure there's anything we can do since we don't have physical proof of this " policy " and we were successful in getting ESY services. Don't know if an investigation can be requested, or who to make the request to. Oh well, we have a long ways to go in working with these people, I guess we better not step on too many toes along the way. FYI. Beth, The links that Kay and co. have provided are all excellent and I hope you are able to use the info to get ESY services for Callie. Just wanted to add that my son's IEP was today ( is 5.0 and in a private school for hearing impaired children at district expense) and the district did approve ESY for him under the guidelines in Kay's links. The language used was " he is in a critical learning period for speech, language and auditory skills. " For the special considerations it was added that was recently diagnosed (only last summer) and also that he has been " diagnosed as having a possible progressive loss " . ( has EVAS). It was also mentioned in ' summary that he learns new skills easily but requires " periodic practice " to retain them...and then the skills he's recently acquired were written individually into the ESY goals as skills to be maintained so that he will be ready to move on with his class in the fall. She just received an implant and her speech had already regressed, due to both the progressive hearing loss, and the need to re-learn how to hear with the implant. She's learning to adapt to the differences in sound, but I was able to make the case that the ESY services would prevent " substantial regression " , which she had already experienced. We lived in a small town that had no oral program for deaf students. My daughter was in a preschool speech/language impaired class where she was the only hearing impaired student and I was able to have them all use the oral method for her. They had ESY for that class so my daughter was able to participate in that. We now live in Austin, TX - a huge difference! She will attend a public school that has an oral deaf education program. The program is wonderful! However, they do not offer ESY for this program. So we have to do without. It may simply be that it is not offered in that area in your school district. I had let them know ahead of time that I wanted this, so they looked into it before the meeting. The answer was that the Township, not the school district, was the one providing services during the summer and that they did not provide services for children who ONLY needed speech. I made my case, and they said they would ask again. I have not heard anything. It would be for five weeks during the summer, I'm not sure where, and she'd have to miss part of camp going to it. I once read on Listen-Up about getting services outside of school hours so the educational day is not interupted. I don't believe that would go for camp!
