Billing Timed Units for Workers Comp

I'm having difficulty getting it through Workers Comp of PA that the 8-min rule

applies when billing timed codes.  They are telling me they solely go by CPT

rules of 15 min increments.  I need some direction as to how I can explain to

them that that is not possible or that a bunch of crap.  Or, who can I talk to

in PA about workers' comp billing...
