I would think a person that showed an interest and kindness to a handicapped child could well be a kind considerate person that cares. This is different if the person attempts to touch the child in an inappropriate way, but what's wrong with a touch of kindness? I suggest you get to know your neighbor before making a judgment. There may or may not be a problem, but to judge and condemn simply because he showed a kindness seems hasty. Invite him over and talk with him. There are countless other possibilities. The man may even have lost a child that had a neuromuscular disease, or may have on in his family. I have gone up to many children and adults with AFO's and started a conversation. I will never forget one child that was crying and trying to take his obviously new AFO off. I pulled up the leg to my trousers and showed him I had one also. I told him how much better I could walk with it. The tears dried up--the child saw that he was not the only one. I saw the same child a couple of years later. The parents thanked me for taking time and said that after that one thing the child accepted them. Perhaps it is because I am from the south where people are friendly and tend to trust others, but I choose to be aware of the bad in the world while thinking that the majority of the public are decent people. There may have been much more information than was stated, but from what was said it sounded more like normal behavior. If the touch was in an inappropriate manner, the situation may be different. Sorry, but I would probably have done just exactly as you described--including giving him a friendly hug or a handshake or a pat on the back or head--and I am NOT a pervert or child molester, but I do like children and my heart goes out to one with physical limitations. Trust your gut on how to handle this situation. He may be a wonderful man but if you have a funny feeling something is off about him, be very wary. This is a great time to calmly sit down with all your kids and review how to act/react around stangers and even people you know who get too close and break that comfort zone. You can also review basic self defense techniques with them. He was fond of children of all sorts, so after he retired he would invite the little neighborhood children to play in his yard while he was gardening, and to play in the house if the weather wasn't nice for playing outside. He provided all sorts of old toys, or played games with them, and the children loved his quiet attention. He was easy-going and not bossy. He was particularly kind to the weaker or shy children. I suppose these days he would be looked upon with suspicion, but that would be too bad. The children gained a lot from his gentle acceptance and guidance. , as others have suggested, you could get better acquainted with your neighbor and learn more about him. He could turn out to be the sort of man who becomes a mentor for your children. I don't think you mentioned his age range. Middle? Old? Young? Guess I'm paranoid as my cousin had a new neighbor, sweet guy, loved the kids. Had them over for board games, help him with yard work, he would pay them. Take them to fun places. My cousins never felt completely comfortable about it. Every one told her she was being overly cautious, silly. Her husband would get mad at her for her " Feelings somethings not right about the neighbor " . 18 months this nice man lived there. And that was the month they found out he had molested several neighborhodd children including my cousins 9 year old boy. But my cousin was " nuts " . Many years ago we had a sexual exhibitionist in our family - my step-grandad. I was, possibly am, the only person in the family who knows. To my knowledge, he did not overtly molest anyone (by touching/feeling, etc). For sure he molested my brain, though, along with several friends. And the truth is we don't know what else might have happened. Those were the days when such things were not talked about - AT ALL! I would say go with the intuition, at any rate. He might be just weird, but your kids don't need to be associated with weirdness either, because they can get really scared. And fright is also very traumatizing and damaging! Stay away from the creep and check with you county law enforcement agency to see if this guy is a registered sex offender, then pass on them what you have seen and heard from others in the area.
