There is no individual certification requirements for Part A SNF therapy services as the facility is required to obtain certification for the skilled level of care which includes all services provided, therefore the services for rehab are already certified by default. Therefore, unless required by your State Practice Act, you make the POC/POT for the length of time which you anticipate it will take, exactly like the instructions for Part B, with the exception that it can be longer than 90 days. The 30 day recert of Part A services began in the 90's when facilities started using the 700 form (which was an Outpatient, not Inpatient form) and followed its regulations.
