The three attorneys on the list said it did not apply although mentioned there. It is not a mandate. Luther is the real expert in this area. Many comments have been made regarding the fact that EMS is not a " required " service in the State of Texas. I found this in the local government code under the section that covers annexation by municipalities. Under this code EMS is required to be provided immediately on annexing land.
