One is called Jawter, and the other is called mctwit. I prefer the latter, but they are both pretty good, and operate in different ways. If you search google, you should find them. There are even Twitter clients designed specifically for JAWS, and some blindness PDAs such as the Braille + (which I have) have a Twitter application.
