In boys who aren't circumcised the foreskin doesn't normally retract fully until puberty and then it's under the influence of testosterone exposure it does so. Joy, All my hormone levels including estrogen and testosterone (free & ratios) have always tested well in range of normal so it does not explain my dx of clitoral phimosis? I may have been born with a fused clitoral hood like every other young girl but this skin never separated hence my dx of clitoral phimosis. Thanks for the info though.... Sue J. Strictly speaking phimosis is where the hood is very tight, rather than adhering, but the effect can be much the same in practical terms in that you can't retract the hood fully. It may just be that you're that much more feminine in the development of that area of your body. I don't think you're in the least rare in not having had the hood separate from the glans. I'm sure a very large proportion of women don't even know that the hood can be retracted at all and never try.
