Excess revenue over expense (for non-profits) 3. Programmatic revenue charge-ins from direct in-house revenues (for facilities) 4. Real, perceived or estimated overall marketing value It seems unreasonable that any Board or governing body would conduct an activity as dangerous as this without some direct evidence of value - although I'm sure that there are some examples of those, too.
