The Federal Interagency Coordinating Council (FICC) has adopted a set

of Principles of Family Involvement by which organizations and

governmental bodies can assess their efforts in involving family

members in the development, implementation and evaluation of policies,

practices and services for children with disabilities. [Available at

The FICC has also issued TRICARE and IDEA Part C: A Guide to Services " ,

designed to address questions about the interface between the

Department of Defense military health system and the Infants and

Toddlers with Disabilities Program (Part C) of the Individuals with
