Guest guest
Stakeholders, The documents for the upcoming Governor's EMS and Trauma Advisory Council (GETAC) meetings (11/22-23) that will be held in conjunction with the Texas EMS Conference in San are now posted on the Bureau's website @ http://www.tdh.state.tx.us/hcqs/ems/GETAC112303documents.htm <http://www.tdh.state.tx.us/hcqs/ems/GETAC112303documents.htm> Because of budget constraints, we cannot make the 100's of copies that would be required for all of the meetings. So be sure to print out the documents that you would like to have for reference during the various meetings. But, please, if you have any trouble accessing a document, contact my assistant, McCarty, at the number below and she will assist you. Additionally, please see some important notes below. Look forward to seeing you all in a few days. Kathy C. Perkins, RN, MBA, Chief Bureau of Emergency Management phone: 512/834-6740 fax: 512/834-6736 email: kathy.perkins@... Note 1: Rule revisions have not gone as planned. At the August 29, 2003 GETAC meeting, the Council voted to recommend proposal of a number of rules to the Texas Board of Health. Some of the rules were to be forwarded as staff recommended, while some had a number of changes recommended by GETAC. At the time, BEM's plan was to finalize the rules into a Board proposal packet and secure legal approval for proposal at the Board's late October meeting. I committed to posting the final Board packet to the Bureau's webpage within a few weeks of that GETAC meeting. Unfortunately, we have not yet gotten the rules packet approved through our legal department which is required before we can take rules to the Board of Health for proposal. In addition, some of the rules that our program lawyer has completed have changes that will require another review by GETAC/Committees. That will not happen until the February meetings. However, we will probably have to move forward with the fee increases only and may take those specific provisions forward to the January Board meeting. If that occurs, when the packet is finalized, it will be posted on the website and notification published widely. Note 2: Draft Revised Designation Criteria/Standards/Audit Filters documents have not changed from August/October Trauma Systems Committee meetings. The Trauma Systems Committee completed a first review of draft revised 157.125 Trauma Facility Designation at their 10/27/03 meeting. The draft on the website is draft 2; it shows the changes as a result of the Committee work (blue), some additional recommendations by staff (red), and staff comments/questions (green). However, the Committee just began work on the draft revised Level III criteria. Therefore, they will utilize the same draft criteria/standards/audit filter documents that have been listed as handouts since August 2003. Note 3: Draft 2 of the rule to implement HB-3588 - 157.131 Designated Trauma Facility and Emergency Medical Services Account (DTFEMS) is posted. The Trauma Systems Committee completed a first review of draft new 157.131 Designated Trauma Facility and Emergency Medical Services Account at their 10/27/03 meeting. The draft on the website is draft 2; it shows the changes as a result of the Committee work (blue), some additional recommendations by staff (red), and staff comments/questions (green).
