World Trade Center Police Memorial The Dover Township Police Department, Toms River, New Jersey respectfully requests your participation in the World Trade Center Police Memorial. Officer Kenton Herbert, the department's historian, conceived the idea of a memorial as a tribute to our fallen heroes. It is our hope that this memorial will represent police agencies from all over the free world. Your participation is needed to make this possible. This memorial will be a permanent feature at the new buildings of the World Trade Center and will serve as a lasting tribute to our brothers and sisters who lost their lives on September 11, 2001. We hope to receive patches from all Federal, State, County and Local agencies, including any specialized divisions, so that all agencies may have their patch displayed and their department represented.
