I believe that cell phones might fall under the same guidelines.I don't have any

source to quote or cite for this but it's possible that the phone company may

not be able to block a phone from making emergency calls.

I think that if your phone is disconnected for none payment, you can't

receive calls or make calls, only to 911. In California with SBC a quick

dial tone (if I remember what our ANI/ALI shows). If we get a 911 hang

up from one of these phones we must send someone out, because we can't

call them back.

Michigan has the " express dial tone " after disconnect, you can call 9-1-1

and the phone co sales office. It's a big pain because there is no address

for hang ups so we have to call for the address. Hate to see the day when

there is a true emergency and we can't find the house. . .

I know in my area after disconnect you can dial 9-1-1 for up to two weeks I

think. We have people calling 9-1-1 and tell us they had the phone shut

off, could you please transfer me to my mom.
