Mainstreaming HIV/AIDS into the existing responses of various development processes and government/ non-government responses has emerged as key strategy to address the direct and indirect causes and impact of the epidemic. The National AIDS Control Programme Phase-III (NACP-III) will be initiated during 2006. It will usher in many important changes especially in relation to the role of NACO, focus on mainstreaming and partnerships. These priorities come at a fitting time as there is a clear need to expand prevention and care and support activities and to step up efforts for controlling infections in India both within the health sector and in the work of other organizations. There are several challenges in implementing mainstreaming in India. In the start-up phase, the main challenge is to plan and strengthen existing capacity so that efforts can be made in the long-term. To facilitate the mainstreaming efforts at National level, NACO is proposing to set up a cell on mainstreaming. The Mainstreaming Cell at NACO will coordinate mainstreaming projects supported by donor organisations in its efforts to follow-up on decisions taken by the National Council on AIDS and issues related to its sub-committees. The Cell will be led by an expert in Mainstreaming, assisted by sector specialists (for government, NGO and private sector) and support staff. This Cell will use Resource Persons and Agencies as necessary. The cell will be supported by UNDP as part of its support to NACO for mainstreaming HIV. Services of a consultant are sought to work with a team of sector specialists and support NACO's work on Mainstreaming. Duties and Responsibilities: Working closely with and under direct supervision of DG & AS, NACO the incumbent will be expected to undertake the following tasks: Coordinate mainstreaming projects supported by donor organizations in its efforts to follow-up on decisions taken by the National Council on AIDS and issues related to its sub-committees. Facilitate formation of state councils on AIDS or similar mechanisms. Facilitate the non-health ministries in their mainstreaming endeavours through situational analysis including capacity assessment, help in drawing up their action plans and facilitate convergence of services of key departments like DWCD, health and NACO. Ensure engagement of Civil Society and Private Sector in HIV mainstreaming, with the support from sector specialists, Facilitate organising review meetings and advocacy events, Facilitate development of generic and sector specific IEC and advocacy kits, training kits, Facilitate technical resources to the project partners as and when necessary in consultation with NACO. Work closely with the Planning Commission to ensure integration of Ministries' proposals (with regard to HIV) into national plan proposals. Facilitate drawing up the strategies for monitoring & evaluation and communication & advocacy for various mainstreaming initiatives. Ensuring gender mainstreaming as a concurrent process to HIV mainstreaming taking into account gender dimensions in all policy, programme and organizational procedures of NACO. Advocating for an engendered response to the HIV epidemic. Support development of gender monitoring tools. Developing a gender resource database in NACO. Any other task as assigned. Educational Qualifications: Advanced university degree in management, public administration, social sciences, or any other relevant field.
