The Dr said she sometimes just doesn't NOT breath when she gets a drink... It sounds just like a cold cough...! That's how I know moo'y got a drink... Congestive heart failure (usually in an old dog) causes coughs, but not just when drinking. So does Kennel Cough, but she would be coughing a lot, not just when drinking water.
