Guest guest Posted December 5, 2006 Report Share Posted December 5, 2006 TERMS OF REFERENCE: HIV AND HUMAN DEVELOPMENT RESOURCE NETWORK (HDRN) Position: Admin and Finance Associate Duty Station: New Delhi Duration: One year (with possibility of extension) Last Date of Application: December 20, 2006 Background State of the art knowledge and appropriate technical resources continue to be one of the challenges in responding to the growing HIV/AIDS epidemic in Asia Pacific. As the countries in the region are in different stages of the epidemic - ranging from low prevalence to generalized -learning from one another and optimizing the sparsely available technical and human resources have immense practical value in bridging the gap between knowledge and practice. Over the last several years, the region has generated considerable knowledge, expertise and best practices that need to be synergized and channelised to help strengthen the Organisation: To address these challenges, the HIV and Human Development Resource Network (HDRN) has been set up in New Delhi with support from the Indian Network for People Living with HIV/AIDS (lNP+) and UNDP to harness and make available the knowledge and expertise in Asia Pacific to a Wide range of stakeholders across the region. It serves development organizations, bi- and multilateral agencies, UN agencies, PLWHA groups: design and their networks in the region by providing a range of services such as technical support for strategic planning, programme formulation, M & E, capacity support to PLWHA groups; design and implementation of advocacy campaigns, public information materials, production of films, publications and multimedia products; ICT enabled services to bridge the digital divide; research and training and Corporate Social Responsibility. Duties and Responsibilities Working under the overall supervision of the Executive Director and in close co- ordination with the Programme Specialist and the team, the incumbent will support the overall administrative and financial management of HDRN and will be responsible for the following: • Process sub-contracts for 'the projects and follow-up on timely payment upon completion of the assignment or at designated intervals: • Ensure timely preparation/renewal of all administrative and services contracts .and monitor .the performance of the contractors with reference to security, • Custodial staff and maintenance. .Review and monitor budget on a monthly basis, prepare financial summary/statements and other documents. Oversee maintenance of project accounts internally and with clients • Facilitate and co-ordinate programme related travel arrangements. • Participate in the periodic Work Plan Review meetings and discussions related to programme implementation and monitoring. • Oversee processing of expense claims submitted by staff & consultants and office payments; • Ensure compliance of HDRN HR and personnel policy by all staff members .Oversee purchasing of equipment and maintenance of equipment and office • Premises as per HDRN rules and regulations. • Take necessary action for local procurement of equipment and furniture .Ensure proper maintenance of office equipment and property. .Prepare monthly/annual inventory reports of office equipment. • Prepare contractual agreements, MOUs, etc. with institutions, consultants. .Handle and maintain petty cash. • Oversee custodial staff and assign them duties • Participate in team-building activities; programme meetings, seminars and discussions relevant to his/her field of work; • Support the programme staff in costing and budgeting • Facilitate preparation of documents by gathering financial and quantitative data, statistical information summaries, and achievement reports as and when required. • Maintain administrative liaison with UN agencies, development organizations, NGOs, bi and multilateral agencies etc • Perform other related activities as assigned by the Executive Director Qualification, skills and experience required • Post Graduate level university degree in related field such as commerce, public administration, management etc. • Excellent computer skills, particularly the MS Office package, Tally etc. • 3-5 years relevant experience in handling of financial/office administration and operations. • Good management and negotiation skills. • Excellent oral and written communication skills in English. • Understanding of the development sector an added advantage. • Ability to work independently and also as a team-member. Compensation: Attractive. Compensation will be referenced to market rates within the development sector. However, offers shall be based on salary history, relevant experience and qualifications.
