Candidates for the post should have extensive experience leading HIV/AIDS programs in India and bring both technical and managerial expertise in the field. The position will be a local hire, based in Delhi. The position description and application instructions are below. We need to identify candidates as soon as possible and by September 11th at the very latest. Job Summary: The Chief of Party is a full-time position and will be based in the Delhi office of an HIV/ AIDS capacity building project working nationally and in five target states. The Chief of Party will serve as the primary technical and management officer, providing leadership and coordination in strategic planning, program development and management, and overseeing the implementation and evaluation of all activities supported by the program. S/he will serve as the primary focal point for communication with the donor. The Chief of Party will report to the JSI Senior Technical Advisor in Boston. Duties & Responsibilities: • Guide, encourage and oversee all aspects of program management, both technical and financial; • Oversee and coordinate project staff; • Serve as leader/member of program senior management team; • Provide technical and programmatic leadership and guidance; • Ensure compliance with USAID and JSI rules and regulations; • Provide technical oversight and support to all program technical teams; • Serve as the program's primary liaison with the GOI partners, USAID, JSI HQ, other donors, and partners; • Support technical staff to meet program indicators as outlined in the Monitoring & Evaluation Plan; • Monitor annual work plans and M & E plan to ensure that the program meets goals, analyze reasons for any difficulties and develop solutions; • Collaborate with other USAID and donor programs in India; • Ensure regular reporting is made to USAID as required under the cooperative agreement. Qualifications & Experience: • The Chief of Party would ideally hold an advanced degree to enable him/her to guide the overall technical approach to meet program objectives; • Over 10 years of management experience; • S/he would also have at least 10 years of development experience, including practical experience implementing HIV/AIDS programs; • Expertise with HIV/AIDS in India and implementation experience as part of the Indian national response to the epidemic are strongly preferred; • Ability to work as a leader and member of a large, multicultural, diverse development team is essential, as are excellent communication skills; • Commitment to community-based approaches and a proven track record in successful program implementation are preferred; • Experience directing USAID programs and familiarity with USAID policies and regulations; • Prior experience working with international donors in India preferred. Position Description: MONITORING & EVALUATION ADVISOR Job Summary: The Monitoring & Evaluation (M & E) Advisor is a full-time position and will be based in the Delhi office of an HIV/AIDS capacity building project working nationally and in five target states. The M & E Advisor's primary responsibilities are to organize and coordinate data collection and analysis, and interpret and report on project results to program stakeholders at all levels. Evaluation and monitoring activities will be designed to enable program managers in the field to identify problems and their causes, improve overall program performance, and contribute to an improved response to HIV/AIDS in India. Monitoring and evaluation activities will provide USAID and the community of cooperating agencies with a record of progress, effectiveness, and lessons learned. The Monitoring & Evaluation (M & E) Advisor is under the direct supervision of the Chief of Party. Duties and Responsibilities: • Develop an overall M & E plan for the program; • Generate and implement annual M & E workplans; • Provide decision-makers with accurate, practical, and useful information (both quantitative and qualitative) in a consistent, timely, and cost-effective manner; • Establish and maintain a " user-friendly " monitoring system to track routine service statistics and other indicators of service provision and use from projects supported by the program; • Document and present program results and lessons learned to USAID, the Chief of Party, clients, and other stakeholders; • Assist staff in developing appropriate objectives and indicators to measure effects of interventions; • Build lasting local capacity in M & E by training host-country partners to facilitate use of M & E data for program improvement; • Train in-country partners in the use of simple methods (e.g., data extraction from routine statistics and records, exit interviews) to measure indicators and identify progress and problems; provide additional TA in the use of methods and tools; • Assist in the implementation of baseline studies for the program, and any follow up surveys or studies that are required; • Provide M & E technical assistance to all program staff and programs. Qualifications and Experience: • Advanced degree in health, epidemiology, applied statistics and/or population sciences; • 10 years experience in international HIV/AIDS projects in a technical capacity; preferably including several years with USAID-funded projects; • Demonstrated applied skills in M & E methods and use of data for service strengthening projects/programs; • Expertise with HIV/AIDS in India and experience as part of the Indian national response to the epidemic are strongly preferred; • Experience in the evaluation of integrated HIV/AIDS programs, including programs with other relevant services such as HIV/AIDS-related prevention, treatment, care and support; • Demonstrated leadership working with other technical experts in M & E and research in the international community and at the host country level; • Ability to work in diverse settings with public, private and NGO sectors; • Ability to tailor data collection approach to local needs, interests, and capabilities; • Ability to convey M & E results to non-technical stakeholders and generate interest in the use of M & E data/results for programmatic improvements; • Demonstrated capacity to oversee development/implementation of work plans, reports and presentations; • Excellent interpersonal, teamwork, supervisory, communications and mentoring skills.
