ORGANIZATION: India HIV/AIDS Alliance, is a respected and widely recognized, not-for-profit organization, working in the field of HIV/AIDS. Its mission is to support communities in India, play a full and effective role, in the response to HIV/AIDS. India HIV/AIDS Alliance is implementing a large Bill and Melinda Gates Foundation (BMGF) funded HIV prevention program in Andhra Pradesh (AP). 3. POSITION SUMMARY: Reporting to the Country Director, India HIV/AIDS Alliance, the DAPU ensures programmatic, financial and organisational results are achieved; provides leadership to the staff of the AP Unit and its Management Team in particular; develops and ensures the implementation of agreed strategies for the AP Unit; and represents the Alliance AP Unit to appropriate stakeholders within the Alliance as well as external stakeholders. (Note: Some elements of the job description, responsibilities and reporting lines are expected to change in the near-to-medium term, as the AP Unit is developed into an Indian NGO and Linking Organisation within the International HIV/AIDS Alliance). 4. KEY RESPONSIBILITIES: The DAPU has responsibility for attaining key organisational and operational objectives. In collaboration with others, s/he will ensure the following are achieved: (1) A strategy that is both responsive to the situation on the ground and aligned with the Alliance’s strategies, at country and international level (2) A strong Alliance of partner NGO organisations implementing effective programming (3) A motivated staff, working effectively in the office and in the field (4) An operation meeting output targets (5) An institutionally sustainable Indian NGO and Linking Organisation of the Alliance successfully created upon the base of the Alliance’s current project office in AP (6) A solid donor profile, with revenue recovering costs and allowing for agreed programme development. 5. DETAILED JOB DESCRIPTION/ RESPONSIBILITIES: (5.A) Management of Andhra Pradesh Unit: Ensure effective management and operational systems and effectively manage the day-to-day operations of the Alliance’s AP Unit: (1) Ensure the Alliance’s AP Unit operates efficiently and effectively in order to meet output targets, and to achieve programmatic, financial and organisational results (2) Lead the AP Unit Management Team in the development and management of overall organisational functions, in the operational areas of programme management, technical support, finance and administration, relations with primary partners and other stakeholders, donor relations, and policy and advocacy (3) Provide leadership to the management team and staff of the AP Unit, in collaboration with the Country Director, India HIV/AIDS Alliance, as well as other senior managers in Hyderabad, Delhi and the International HIV/AIDS Alliance Secretariat in UK, as appropriate (4) Ensure effective collaboration between staff of the AP Unit, other staff of the India HIV/AIDS Alliance located in Delhi, and staff of the International Secretariat (5) Line manage and provide appropriate support and supervision to senior staff (other Management Team members) and other staff as appropriate (such as closely-connected support staff) (6) Ensure the AP Unit’s programme, finance and administrative systems are regularly reviewed and improved, in collaboration with appropriate Alliance staff in India and the International Secretariat (7) Participate in and promote the use of formal staff appraisals, and other evaluation process of staff, operations and systems which may apply from time to time (8) Oversee and account for the implementation of agreed budgets and workplans (9) Provide regular reports to the Country Director, India HIV/AIDS Alliance. (5. Strategy and Planning: Objective: Ensure effective planning, and strategy development and implementation, for the AP Unit of Alliance India: (1) Ensure work plans and budgets are based on agreed planning frameworks for the AP Unit, with support from appropriate staff in India and the International Secretariat (2) Ensure the AP Unit’s strategy development and implementation, with support from appropriate staff and stakeholders in India and staff in the International Secretariat. This is to be done within line management structures of the Alliance (while the AP Unit is an Alliance office), and therefore in close consultation with the Country Director, India HIV/AIDS Alliance and, as appropriate, within any formal process of strategy approval and review (3) Monitor the evolution of the HIV epidemic in AP and in India and the institutional response, including the evolution of key government, donor and other NGO policies and programmes at state and national level. As appropriate, propose modifications or additions to the Alliance’s strategies, in response to such changes and emerging opportunities. (5.C) Key Relationships and Representation: Manage key institutional relationships and to advocate the mission, goals and strategies of the India HIV/AIDS Alliance and the International HIV/AIDS Alliance, to a range of target audiences and institutions in India: (1) Manage relationships with significant partner organisations, principally in collaboration with staff in India and, as appropriate, in the UK (2) Manage relationships with principal donors, in collaboration with staff in India and the UK (3) Lead the representation of the organisation in all partnerships engaged in by the AP Unit, in collaboration with other Alliance staff in India and teams in the UK (particularly those responsible for donor relations, reporting, and technical and policy areas) (4) Ensure the development and maintenance of good relations between the AP Unit specifically, and the India HIV/AIDS Alliance more generally, and other key external stakeholders and institutions including key government agencies and representatives, donor agencies, technical support partners and other key non-governmental organisations and networks, including Lead Partners of the India HIV/AIDS Alliance. (5.D) Advocacy: Manage the development and implementation of advocacy work for the Alliance’s programme in AP: (1) Work closely with AP staff responsible for advocacy to develop appropriate strategies for district and state level advocacy, which feed into the India HIV/AIDS Alliance’s national and international advocacy influencing agenda (2) Develop and manage coordination and appropriate linkages for implementing advocacy and related policy work with Alliance teams in Delhi, the International Secretariat and other key external stakeholders including government and other significant partner organisations (3) Represent the AP Unit at state, national and international committees, meetings or conferences, as appropriate. (5.E) Funding: Maintain and develop the funding base for the Alliance’s programme in AP: (1) Develop, for approval, funding strategies for the Alliance AP Unit. These should be appropriate to the purposes of the International HIV/AIDS Alliance in general and the AP Unit in particular, and take into account the Linking Organisation relationships within the Alliance in India, as well as external stakeholder relationships (2) Work closely with Alliance teams in Delhi and in the International Secretariat to identify and pursue funding opportunities that are consistent with strategies and programmatic priorities of the India HIV/AIDS Alliance and the International HIV/AIDS Alliance, and that meet operational requirements such as cost recovery (3) Ensure all external reporting commitments are fulfilled in a timely manner, in collaboration with appropriate teams in the Alliance India country office in Delhi and International Secretariat in UK. (5.F) Transition from Project Office to Linking Organisation: Ensure a successful transition from an Alliance project office in AP to an Indian NGO and Linking Organisation within the International HIV/AIDS Alliance: (1) Actively participate as a key member of the project management team for transition from project office to Linking Organisation in AP (2) Ensure the transition project’s implementation and outcomes at all levels, such as human resource management (maintain staff commitment), governance (sourcing and agreeing a Board), administration (registration, statutory authorisations), relationships (branding, management of external stakeholders’ perceptions and support) (3) Assume the role of Executive Director of the transitioned organisation upon its creation. (5.G) Other: Undertake other responsibilities not outlined above which are commensurate with a role of this nature in the charitable sector and which have been discussed and agreed between the line manager and the postholder. 6. DESIRED PROFILE OF THE CANDIDATE: (6.A) Essential Requirements: (1) Masters in management, social sciences, health or development field (or equivalent) and at least 7-10 years of progressively responsible management experience in the development sector (2) Extensive experience of programme development and oversight of successful implementation (3) Experience of organisational management at senior level (4) Experience of managing multi-disciplinary staff and financial resources (5) Strong ability to interact successfully with people from a range of different backgrounds and in different hierarchical positions (6) Demonstrated knowledge and understanding of partnerships, principles of NGO support and/or donor environment, donor relations/negotiations and reporting (7) Very strong analytical skills, and the ability to synthesise complex concepts and to communicate them effectively (8) Self-starter with the ability to work effectively in a team as well as independently (9) Excellent writing and verbal communication skills (10) Ability and willingness to undertake extensive travel, primarily within AP (11) Strong commitment to HIV/AIDS and sexual and reproductive health and rights (12) Fluency in English and Hindi. (6. Desirable Qualities/ Experience/ Skills: (1) Strong communication skills in Telugu (2) At least five years relevant management experience in an NGO or comparable non-governmental setting, especially in health (3) Good understanding of development issues and the HIV epidemic(s) in India (4) Sound knowledge of bilateral/multilateral donor strategies and policies (5) Experience of providing technical support to and capacity building of organisations. DESIRED WORK EXPERIENCE: At least 10 years of progressively senior experience, including significant managerial exposure.
