My responses in this regard are: (i) I do agree with you as there is a big number of NGOs in India and building their capacity through formal course work in Universities would be very cost effective, so in my view it is not practicable but at the same time the issue of building capacity of hundreds of CS organisations including NGOs/CBOs, women and youth volunteers etc. those who are actively engaged in prevention, care and support work at grass roots level, is very important too. So the effective, capable and efficient NGOs/CBOs could be identified through certain process (organising workshops, conferences etc. at state/dsitrict level) for training and further collaboration etc. In my view organising such events would be very useful and meaningful in order to involve many many NGOs working actively at grass roots level. (ii) It could be very useful to organise certificate programme in connection with IGOU. (iii) I would be glad to participate in the proposed workshop if it is organised in the first or second week of February instead of end-January. I have looked at the contents and I have a few suggestions: 1. We are assuming that the NGOs are clear about HIV/AIDS and its political economy. I suggest that there should beat least some way of checking this out when the NGOs apply for registration as we ahve found NGOs with a lack of awareness and highly prejudiced and stigmatising. 2. Some input on networking 3. Legal aspects - the FERA, and other appropriate issues related to registration, government policies. 4. Role of International NGOs, funding NGOs, etc 5. Accountability, monitoring and evaluation 6. Research methods should include both quantitative and qualitative. Distance education has its limitations regarding ensuring quality. As a Consulstant for Civil Society in Andhra Pradesh, I really see the importance of such course. As I work for a Spanish Funding Agnecy and am in constant touch with various foundations and global groups, I wish the curriculum could include perspective from donors too. As pointed out by Prof. Vimla V. Nadkarni Ji the distance learning has its shortcoming. Guest guest Posted December 28, 2006 Report Share Posted December 28, 2006 Dear Associates, This is a maiden effort by Ministry of Human Resource Development, GOI for introducing Diploma in HIV/AIDS and Family Counseling (DAFC) and Certificate Course on HIV/AIDS and Family Counseling (CAFC) through Indira Gandhi National Open University (IGNOU). However, the effort to incorporate inputs from the society can make effort to introduce education programs on HIV/AIDS. Being a counselor with Chandigarh Study Center of IGNOU for Diploma in HIV/AIDS and Family Counseling (DAFC) and Certificate Course on HIV/AIDS and Family Counseling (CAFC) since 2002 personally I enrich my Advocacy Skills and Knowledge on different issues while reading the assignments and guiding students on their project work. I also observed most of the students who were enrolled they enhance their vision, knowledge, along with advocacy and Leadership Skills and there is no development without a information. Many fellow friends after completing there studies on HIV/AIDS from IGNOU are serving the community at holistic level. The global reach of IGNOU and use of different media for advocating course materials also has to be acknowledged. Given that, HIV/AIDS is now reported from all the states in India, this model is suitable for education and capacity building of large section of NGO staff in our country according to Indian Social System and Community needs. Therefore, there is a need to document this process probably as a UNAIDS, Solution Exchange for AIDS Community, and NACO in India best practice. I suggest this course must be open to all those who have been associated with NGOs. Many NGOs are working for the Prevention, Treatment and care of HIV in the districts for various groups. They do not know the many intricacies of the project they are running. The course will definitely empower them. For this, the course must comprise of topics like Need assessment, Advocacy, Monitoring and Evaluation of projects. Considering the dynamic nature of development/ social sector, this would be a wonderful opportunity and a motivator for people concerned with the cause to get associated with the voluntary sector. Further I suggest that SACS and NACO can motivate NGO partners to enroll their HIV/AIDS staff to join Diploma or Certificate Course for Orientation and Capacity Building of their NGO and staff. This course will definitely be very useful for different Networks of People Living with HIV to develop their skills in many fields.
