Procurement Manager,Clinton Foundation HIV/AIDS Initiative

The Clinton Foundation HIV/AIDS Initiative (CHAI) was set up in 2002

with the primary objective of ensuring continued access to high-

quality, low cost anti-retroviral (ARV) drugs to HIV patients around

the world.

A new and innovative global health initiative called UNITAID was

recently created to help expand access to treatment for patients with

HIV/AIDS, TB and malaria in developing countries. CHAI was selected

by UNITAID as its implementing partner for the HIV/AIDS program. As

such, CHAI will lead work with API suppliers and formulators of

second-line and pediatric ARVs to reduce production costs, coordinate

demand and negotiate bulk purchases on behalf of UNITAID.

The Clinton Foundation is now building an independent procurement

function and we are looking for a Procurement Manager.

Position/Title: Procurement Manager, Clinton Foundation HIV/AIDS

Initiative (CHAI)Location: New Delhi, India

Description

The Procurement Manager will be responsible for the Procurement

Function of the Clinton Foundation and will support all activities

related to the procurement and supply chain management systems for

Anti-Retrovirals (ARVs), diagnostic tests, therapeutic foods and

other HIV/AIDS-related commodities. The ultimate objective is to

enable rapid scale-up of high-quality ARV treatment to people living

with HIV/AIDS. A dynamic, entrepreneurial individual with a minimum

of ten years' experience and a proven track record in procurement and

supply chain management (PSM) is sought for this role.

Responsibilities:

Provide technical and managerial leadership to establish a

comprehensive system for PSM of HIV/AIDS-related commodities,

including Sourcing of HIV/AIDS-related commodities from generic and

branded manufacturers across the world Maintain updated database of

prices for HIV/AIDS-related commodities for all CHAI suppliers

Enter into contractual agreements with suppliers with clear

deliverables on turnaround times, registration requirements and

quality standards Responsible for all shipment and clearance of

products procured by CHAI for beneficiary countries.

Monitor in-country distribution of products procured by CHAI for

national programs Develop reporting mechanism that captures up to

date information on all orders placed with individual suppliers for

each country in real time Track all payments made to suppliers and

monitor disbursements against initial commitments on a country-wise

basis Help build, train and manage a highly effective team within

CHAI for PSM Develop and implement inventory management systems for

complete tracking and stock control systems Build and maintain

relationships and communication with suppliers for all commodities

(ARVs, diagnostic tests and therapeutic foods), procurement agents

and CHAI regional/country teams Work in close association with the

pediatric team to enable rapid scale-up of the pediatric initiative

in 35 countries and develop familiarity with forecasting tools used

by the pediatric team

Be available to trouble shoot problems in specific orders between

suppliers and country teams Monitor pricing for ARVs, diagnostics and

other products, and negotiate/facilitate communications with

suppliers to achieve the lowest prices

Qualifications:

Minimum 10 years' experience in procurement and supply chain

management, in health or other sectors

Exceptional problem-solving, interpersonal and analytical

capabilities

Ability to handles multiple tasks simultaneously, set priorities, and

work independently

Experience in designing and executing PSM systems in resource-limited

settings, and a proven track record of impact/success

Willingness to travel as needed

Experience in working with senior management and / or government and

demonstrated ability to favorably influence decision making processes

in a diplomatic and collaborative manner
