AIDS, the Acquired Immuno Deficiency Syndrome caused by the human immune deficiency virus (HIV) has become known as deadly epidemic, first reported in the US gay community, now moved into general population as a serious epidemic. That virus (HIV) today affected more than 40 million men, women and children worldwide, and in the past quarter century has claimed some 25 million lives. In India, with an estimated 5.7 million infections, has more people living with HIV/AIDS than any other country in the world. ‘AIDS at 20 in India’: Exactly 20 years ago, the epidemic gained a foothold among female sex workers in India, but subsequently spread with frightening speed to the population at large. The Global Science Academy (GSA) proposes to organize this seminar not only to commemorate the 20th anniversary of the documentation of first cases of HIV infection in India but also to mobilize the masses in the context of high vulnerability of the state- Uttar Pradesh (UP). In UP, being the most populous state of India (166 million as per 2001 census), the first HIV positive case reported in 1987, is still categorized as “low prevalence state” in terms of HIV infection rates. But, on the other hand, as the matter of serious concern, it (UP) is “highly vulnerable”. No doubt, in the sub-national epidemics scenario, the sero-positivity rates as per sentinel surveillance were relatively low at STI and ANC sites in UP but the migrants from the state predominated in the national context, pose them at high risk for contracting HIV. As per the data available with the Registrar General of India (1991), the migration from UP are mainly to those state where HIV/AIDS is reported to be high. Migrants, usually males, do not move with their families, get the HIV infection through sex workers. Except migration, there are multivariate causes relating behavioural dynamics play the predictive roles in HIV infection. Also, poor health infrastructure in the state as well as poor socioeconomic indicators and still a low coverage of vulnerable populations with interventions compounded the problem to a great extent. Realizing the situation of the state, the Global Science Academy proposes to organize the state level Seminar on “HIV/AIDS & Vulnerability of Uttar Pradesh (UP)” on World AIDS Day (December 01) & December 02, 2006. The purpose of the Seminar is to bring together participation from a wide variety of interest to explore the possibilities towards a common approach for war against AIDS by understanding the UP scenario. Further, it intends to provide recent advances highlighting the adverse effects of AIDS, its impact on society and what are the state specific measures need to be adopted. Emphasis will also be laid on more vigorous response in the form of public campaigns in the state by community participation in mobilizing masses that can effectively help in stabilizing the epidemic. Topics proposed to be discussed in technical sessions include: • AIDS at 20 in India: UP Lesions. • HIV/AIDS Vulnerability indicators of Eastern, Central, Western & Bundelkhand Regions of UP. • Need for strengthening Mapping and Behavioural Surveillance of vulnerable and marginalized groups in UP. • AIDS Control: Need for comprehensive BCC (Behaviour Change Communication) strategy in UP. • Prevention of AIDS in UP: Role of Govt., NGOs, GIPA & PLHAs Network, scientists & media. • Bio-psychosocial aspects of HIV infection in UP and influences of legal and policy issues. A condition of submission is that, if accepted, the paper will be presented at the Seminar by the author or one of the co-authors. Submission should contain a signed statement that the material will not be presented prior the Seminar. Previously presented paper will not be accepted.
