International Collaborative HIV/AIDS Prevention and Control Project

The Karnataka Health Promotion Trust (KHPT) and the University of Manitoba (Canada) are funded by donors such as Bill and Melinda Gates Foundation, are implementing projects to scale up HIV/AIDS prevention in India. KHPT invites applications for the following posts with its Corridors HIV Prevention Project;

A) Capacity Building Officer (2 positions), Corridors Project

Brief of the position

This position is broadly responsible for building the capacity of implementing partner NGOs/CBOs, government stakeholders, and staff, from the grassroots to the management of partner agencies. The Capacity Building (CB) officer will work to assess the capacity building requirements of the project at all levels and provide, either directly or through external sources, inputs to increase the capacities of partners, stakeholders and staff to contribute to the goal of the project.

Job responsibilities:

The position has the following responsibilities:

Develop, under the guidance of the Deputy Director – Programming, annual capacity building plans for partner NGOs/CBOs, stakeholders, and staff.

Plan for the achievement of agreed project timelines and milestones.

Assess the capacity building needs of the project, and identify the capacity building interventions required to meet these needs.

Implement and monitor the effectiveness of this plan and the capacity building activities it contains.

Identify external capacity building resources, and contract their services when required; manage these interventions.

Recruit, train, orient and supervise trainers and training teams, including community trainers; when appropriate lead the training.

Design, plan and lead exposure visits.

Design processes and techniques for continuing and follow-up interventions in order to ensure the effectiveness of the capacity building interventions.

Coordinate closely with implementing NGOs/CBOs to provide appropriate training

Collaborate closely with other stakeholders (KSAPS, KHPT, PSI, etc…) to ensure leverage of available resources and the coordination and “complementarity” of efforts.

Prepare and produce reports of assessments and training undertaken.

Work closely with Avahan’s CB partners to ensure the relevance and effectiveness of their capacity building inputs to the project.

Other tasks as assigned.

Working Relationship: Reports to the Deputy Project Director – Programming, works closely with the Regional Managers in Karnataka and Maharashtra, the STI team, the M & E Officer, and the Manager of Finance and Administration. Functional reporting relationship with the Senior Training Manager of the Karnataka Health Promotion Trust (KHPT).

Location: The position would be based in Belgaum.

Experience and requirements: A minimum of five years of capacity building in the development sector, two of which should be in HIV prevention programming with NGOs and CBOs working with vulnerable populations. Good people skills essential. Spoken and written fluency in Kannada is essential. Spoken and written fluency in Marathi would be beneficial.

B) Regional Manager (one position) - Maharashtra

Brief on the position:

This position will lead overall management of Corridors’ programming in Sangli, Solapur and Satara, beginning with female sex workers and including Men Who have Sex with Men (MSM)/ Sexual Minorities at a later stage. The responsibilities of this post would include managing implementation of the project through partnerships with 3-6 NGO’s/ CBO’s , district level administrations, and other stakeholders. The Regional Manager would establish the basic infrastructure of the project, and then expand programming to female sex workers on the move, in order to reduce mobility-related vulnerability. The project will be expanded to Mumbai and Pune the near future. The job would involve substantial travel and would require very high quality programming and people management skills.

Job responsibilities:

The position has the following responsibilities:

- Plan for the achievement of agreed project timelines and milestones.

- Develop and manage the Corridors Project’s Maharashtra programming.

- Manage programming relationships with implementing partner NGOs/CBOs.

- Manage direct implementation project staff (if any).

- Build the capacity of implementing partner NGOs/CBOs.

- Monitor the work of partner NGOs/CBOs and direct implementation staff, and provide feedback as required.

- Develop and maintain relationships with the government counterparts, service providers in Pune and Mumbai, and other project stakeholders.

- Work closely with the monitoring and evaluation unit to provide accurate reporting of the project’s work in Maharashtra.

- Work closely with the STI team to develop and monitor the quality and reach of STI services.

- Anchor and develop district implementation

- Other tasks as assigned

Working Relationship: Reports to the Deputy Project Director – Programming, works closely with: the Maharashtra Regional STI Manager, Capacity Building officers, M & E Officer and the Manager of Administration and Finance.

Location: The position could be based in Belgaum or Pune.
