House Bill 1311 Talking Points/Overview HB 1311 Optional Payments for Medical Assistance provides Medicaid eligibility for certain persons with disabilities under a Medicaid buy-in program, subject to specific federal authorization. This program would allow people with disabilities to go back to work without fear of losing their Medicaid, as long as they share in paying for their Medicaid services. Florida is one of only eleven states that does not have this option in its state Medicaid plan. A December 1999 study by the Able Trust reported that 23 percent of the earned income for an individual with a disability would be returned to the state and federal governments in taxes that the state uses to operate. Be specific about how HB 1311 will affect you and/or your family. At this point HB 1311 is not scheduled to be heard by any committee. We need Rep. Bean to schedule HB 1311 to be heard in the Health Care Council. Please contact other members of the Health Care Council and ask them to vote YES on this bill!
