The problem of delay in repairing the machine can be reduced only if service and maintenence agencies are available in such a manner that they can be available within 24 hours of putting a complain and the machine either substituted or repaired within the next 24 hours latest - this will ensure that a functioning machine is available within 48 hours. Machines need regular monitoring and servicing and we have no reasons to believe that this practise is followed in most centres of the country- we wait for the machine to throw up tantrums before we decide to check if every thing is all right with it. This non negotiable clause should be included in every contract and failure of the suppliers to abide by this clause should be sternly dealt with. Regarding the short supply of the testing kits, it is rather unfortunate. This is a basic planning exercise and it is important to check where the delay is - whether it is at the level of calculation or transmitting the requirement or responding to the indent. An insitute as a medical college cannot afford to have this sort of bottlenecks. Appropriate redressing steps, thereafter, should be taken to ensure that these short supplies do not occur. We have been working together with Assam positive network for the care and support and treatement of the HIV inffected in Bodoland areas. It is not only CD4 machine problems but also sortage of medicines supply. Forget about free medicines from State Aids Control Society, even if we have to buy and take the prescribes ART it is not available and aften expired nedicines are supply to the patients. Here I would like to bring attention to all the forum members, that in 2005 Guwahati Parliamentarian Conclave was held where all the head of the states including director of UNAIDS were presence. Head of the NE states vow and declared 18 points charter to fight the HIV menace in the region. Subsequently $ 7 Billion grant for the project yearmark for the NE. It was also published in various leading news paper. The question is what happened the $7 billion grant? Today why thousand of the people living with virus has to go through such situation?
