Could someone please explain to me the following?

My son has the regular med-waiver and has had for years.

His plan year ends now on 3/31. PCA hours have not been approved for following year but I understand PCA hours will be covered by regular medicaid/medicare but limited to only 2 hours a day when he used to have the maximum hours.

The way they explained or I understood this change prior to seeing it in the letter I just received, was that there was only a shift of whom would be paying for the PCA services for kids under 18. But I guess in reality they are cutting our children's services by 2/3. Not only that, payment for quarter/hour is reduced significantly. How are kids supposed to get good people to do PCA if they'll get paid significantly less money? I've been told that only 10 agencies are medicaid/medicare approved providers in Broward/ South Florida. How are they supposed to provide all of the human resources needed for the amount of people receiving services.

They have denied in-home support services because he is living with his family. Please explain to me then what other meaning can the words "in-home" have for them to deny this, specially if they are cutting PCA hours. Does it make sense to you all? I mean a home could be a facility where we may send our kids to live, but that funding I presume should be separate.

Another thing for your information, I received a visit from an APD employee last Wednesday. He explained that APD will be visiting every year everyone who receives services to meet their client, review meds, see personally condition of recipient of services and real necessity for services. This person said, they are trying to visit everyone before June 30. The appointment was made through the support coordinator. This person said that this review/questionnaire has existed for many years but that it was completed with only the support coordinator responses in the past and they are not going to rely on them anymore.

I will be waiting to hear from anyone that can make sense of this mess.
