Though one case happened in September, the incidents are only now coming to light because Broward school district transportation chiefs waited weeks before reporting the alleged abuse. Jack Moss, the Department of Children & Families' South Florida administrator, said the school district's tardiness in reporting the allegations to the state's child-abuse hotline was ''totally inexcusable.''
