Guest guest Posted June 12, 2006 Report Share Posted June 12, 2006 Job Ref DirM & E TIGRIS/India JOB TITLE: Director – Monitoring and Evaluation DEPARTMENT: Monitoring and Evaluation (M & E) REPORTS TO: Project Director (PD) LOCATION: Pune JOB SUMMARY: The Director – M & E is responsible for designing and conducting formative research; gathering qualitative and quantitative baseline data, interim and end-line data; developing management information systems (MIS) and forms for the project; analyzing MIS data, submitting timely MIS reports to the donor and feeding analyzed data back to TIGRIS NGO partners and TIGRIS staff to enable timely performance review and corrective action. RESPONSIBILITIES: Systems Development • Studies the technical strategies and outcome objectives of AVAHAN and TIGRIS and develops and implements formative studies to gather baseline information, both qualitative and quantitative, that will help in the development of implementation and work plans. • Uses AVAHAN guidance to develop performance indicators for Project activities and develops an MIS system and tools to gather and report data against performance indicators. • Submits timely MIS reports to the donor agency in formats required • Makes analyzed MIS data available to colleagues in TIGIS (Outreach and STI departments) so that they can study the effectiveness of the program components that they are responsible for and take timely corrective action as required Documentation and Research • Conducts situational assessments and needs assessments to establish the programmatic requirements in terms of Community outreach, STI clinics, and advocacy. Studies include mapping, enumeration and needs assessment of primary beneficiaries of the Project • Collaborates with TIGRIS colleagues to design, carry out, measure, and document operations research or other special studies required for the Project • Plans for, guides and participates in the documentation of project and program experience and disseminates the information by preparation of articles and presentation of papers at workshops, seminars and conferences Technical Support and Capacity Building • Ensures that the MIS department builds the capacity of both TIGRIS staff and the staff of partner NGOs. Develops a training and technical assistance plan for ongoing development of the capacity of (a) the staff of TIGRIS NGO partners, to use the MIS system, to generate data that captures accurately and in a timely manner, the work that is being done in the field, and to analyze data and use it for decision making and corrective action • Identifies consultants/consulting organizations that will assist TIGRIS in MIS or research related activities. Prepares scopes of work for them, evaluates work plans and budgets proposed in response to scopes of work sent to consultants, recommends appointment of consultants, and works with the India Country Office of Pathfinder to negotiate contracts with selected consultants. Monitors the work of consultants, certifies completion of work and recommends payment • Works closely with colleagues in TIGRIS to ensure complete understanding of the TIGRIS MIS by all and to train Project Officers on MIS issues so that they can all provide appropriate technical support and supportive supervision to the NGO partners as required • Builds the capacity of, guides and supervises the performance of the staff of the MIS department. Ensures that they effectively provide technical support and supervision to the staff of partner NGOs. Travels frequently to the field to acquire and maintain first hand knowledge and understanding of field realities and to supervise the work of the MIS department of TIGRIS Supervision and Representation • Ensures that the MIS department responds effectively to a variety of programmatic, financial, administrative and logistical needs and requirements generated by the TIGRIS team, and that the department provides input for the development of sub-agreement and contract documents including modifications. • Represents TIGRIS and interfaces on all MIS programmatic issues with counterparts in the donor agency, and with counterparts in technical agencies mandated by the donor to provide MIS oversight and guidance to AVAHAN partners • In consultation and coordination with the Country Office, coordinates with Pathfinder Headquarters to obtain technical assistance from Headquarters personnel • Evaluates and reports to PD on outcomes of and assistance obtained from consultants and Headquarters personnel Others • Performs other duties as assigned by Project Director (PD) JOB REQUIREMENTS: • Advanced degree in Public Health or other discipline relevant to reproductive health • Demonstrated technical expertise and at least 7 years of experience in evaluation, monitoring, and research in reproductive health, population and HIV/AIDS programs • At least 3 years of experience of managing a department and supervising a team • A good understanding of the technical issues at the foundation of HIV/AIDS and reproductive health programs • Experience and research accomplishments as demonstrated by publications or equivalent scientific contribution • Advanced knowledge of statistical analysis and design of evaluation and operations research studies. • Knowledge of SPSS, STATA or comparable data analysis programs • Good computer skills, especially in database management. • Excellent written and oral skills. • Attention to details and ability to multi-task • Excellent interpersonal and organizational skills • Ability to work independently and as a member of a team. http://www.pathfind.org/site/PageServer?pagename=EMPLOYMENT Quote Link to comment Share on other sites More sharing options...
