Guest guest Posted February 9, 2006 Report Share Posted February 9, 2006 EngenderHealth Society, New Delhi, India Request for Proposals for Establishing Continuing Education and Training Centres Eligible Educational and Non Government Organizations (NGOs) are hereby invited to submit their technical and financial proposals for establishing two Continuing Education and Training Centres (CETCs) for EngenderHealth Society. EngenderHealth Society is a part of consortium of local Indian NGOs, that has been awarded grant assistance in round 4 of the Global Fund for AIDS, Tuberculosis and Malaria (GFATM). The purpose of this assignment is establishment of two CETCs later referred as CETC - A: providing services to states of Maharashtra and Karnataka and CETC - B: providing services to the states of Andhra Pradesh and Tamil Nadu. Both CETC - A and CETC - B will be responsible for * Organizing and conducting technical trainings to care and support service providers from NGO sector * Carrying out pre and post evaluation of participants and * Providing information on training and trainees as per EngenderHealth Management Information System. The CETCs will serve as a model training centres for EngenderHealth Society to train and support public, private and NGO sector providers. Any Indian registered or incorporated educational, training organization or an NGO, that meets the following eligibility criteria can apply for participation: 1. The organization should have advanced technical and management expertise in training including: * Demonstrated experience in conducting training programs, curriculum development, training management and use of participatory training methodologies besides evaluation and monitoring of such programs, preferably in the health and HIV/AIDS sector * Knowledge of the HIV/AIDS situation in India * Demonstrated experience of Evaluation of Training and Development Programs * Regional Experience - work experience in at least one of the target states: For CETC -A, the organization should have experience of working in Karnataka and/or Maharashtra, whereas for CETC - B, the organization should have experience of working in Andhra Pradesh and/or Tamil Nadu * Strong Financial Management capabilities 2. The organization should have at least 5 years experience in conducting training and development programs and their evaluation. 3. Only organizations, which have previously carried out trainings of at least INR 5,00,000 (5 lakhs) within one year, during any of the past 3 years (2003, 2004, 2005) are only eligible. 4. The NGO Consortium partners of EngenderHealth Society and their affiliated organizations are not eligible to participate in this project. 5. An organization can submit their proposals for one or both CETC - A and CETC - B. However, separate technical and financial proposals must be submitted for individual CETCs. 6. The organization should be capable to mobilize and initiate project activities within 10 days of the award of contract. 7. Request for Proposal (RFP) documents can be requested by providing a brief write up about your organization indicating year of establishment, focus areas, geographical coverage, training experience, annual budget and expressing their interest in establishing CETC-A and/or CETC-B. The information can be submitted by email, fax or letter to EHS, New Delhi office (address as provided below). The email communication could be addressed to <tkapuh@...> or to <mratnani@...>. After preliminary scrutiny of the submitted details, only eligible organizations would be issued RFP documents. However, the EHS reserves the right to issue the RFP to only selected organizations. Important dates are as follows: a. Advertisement for Expression of Interest (EOI) : February 10,2006 b. Deadline for Expression of interest and submission of information requested under item 6 by the organization: up to 17:00 hrs on February 17, 2006 (by email, fax, letter) c. Issue of RFP to Eligible Organizations: February 17, 2006 d. Request for Clarifying issues arising out of RFP : March 01, 2006 e. Deadline for Issue of Clarifications by EHS: March 03, 2006 f. Deadline of Submission of Technical and Financial Proposals: up to 15:00 hrs on March 10, 2006 at EHS, New Delhi. g.
