Major Duties & Responsibilities:

Under the direction of the Chief, Communication, assist in

coordinating the UN system organisations and programmes efforts in

the media and communication sectors, to strengthen communication

approaches in other HIV/AIDS related programme areas, and mobilise a

broad-based multi-sectoral response to the HIV/AIDS, especially

aimed at the youth.

Minimum Qualifications and Experience required:

- University degree in Social Sciences or Communications, and

training in Communication/Journalism/Public Relations, Health

Education, urban community development/participatory

training/planning.

- Three years field-based professional work experience in

information and communication-related to social development at

national or state level.

- Working experience of promotion, public relations an asset.

- Working experience on HIV/AIDS, participation in youth activities,

youth leader an extra asset.

- Basic technical knowledge of at least two media, and training or

competence in design and production of prints/AV/graphics material

for extension use and for Radio/TV, particularly in Indian

languages/styles.

- Communication, negotiating and training skills, and ability to

plan and organize.

- Proficiency in English. Working knowledge of Hindi.

- Ability to draft clearly and concisely.

- Ability to research, analyze, evaluate and synthesize information.

- Knowledge and use of standard office automation applications

related toward processing, graphics presentations etc. as well as

Management Information Systems and databases. Knowledge and training

on use of work-planning tools an asset.

- Ability to work harmoniously in an international and multicultural

environment.

Background

With an estimated 5.1 million people living with HIV/AIDS India has

the second largest number of people living with HIV/AIDS in the

world. In recent years there has been considerable rise in the

number of HIV infections among women and girls. HIV infection is

mediated by almost the same set of factors that also cause

vulnerability to trafficking viz. poverty and inequality, poor and

unequal access to services, unsafe population mobility/migration,

gender and patriarchal norms, and gender-based violence. Unsafe

migration involves particular risks for women and children, which

include the risk of being trafficked into an exploitative situation

(including but not limited to the sex trade); the risk of being

sexually exploited; the risk of contracting HIV and other health

complications.

In view of this, the National Project on Prevention of HIV and

Trafficking in Women and Girls (TAHA) has been initiated by UNDP in

partnership with National AIDS Control Organization and the

Department of Women and Child, with funding support from DfID. The

TAHA Project is being implemented in eleven states of India for an

initial period of March 2005- Feb. 2007. The objective is to expand

and strengthen comprehensive responses for preventing trafficking in

women and girls and HIV/AIDS and promoting safe mobility. The

project seeks to address the underlying causes of trafficking and

HIV/AIDS and explore the linkages between trafficking and HIV/AIDS

in high prevalence/ highly vulnerable states/districts of India. The

project is being implemented, with various other government

departments and their state machinery. NGOs/Civil Societies and

networks of survivors and PLWHA are also key partners. In all eleven

project states, Project Management Unit (PMU) will be set to manage

and coordinate project activities at the state level.

Applications are invited for a Project Associates supported by UNDP

TAHA project that will be placed in PMU in Maharashtra State AIDS

Control Society (MSACS). The Project Associate will assist

Coordinator-SPMU and support implementation of TAHA project

activities.

Duties and Responsibilities:

Working under the overall supervision and guidance of the

Coordinator, SMPU, SACS, the incumbent will be responsible for the

following:

• Assist the State Coordinator –

o In the day to day management of all project related activities,

including financial monitoring and reporting.

o In the identification of and co-ordination with GOs/CSOs and other

partners at the state level.

o In networking CSOs and other regional/international organizations

working on trafficking, HIV/AIDS, migration & other related areas.

o In the periodic review of the activities of the partners.

o In organizing workshops, meetings, conference, project visits &

training.

• Participate in project meetings and related workshops and prepare/

finalize reports, minutes, briefs, other relevant documents etc.

• Make and respond to routine verbal/written enquiries and ensure

documentation and reporting.

• Take action on matters of routine nature and in the absence of the

coordinator, follow up within agreed parameters.

• Liaise on behalf of coordinator with external contacts with other

units. Ensure regular communication with cosponsor Heads and Focal

Points. Undertake follow up action as directed.

• Collection, complication and analysis of information on

trafficking and HIV and dissemination

• Perform any other duties as assigned.

Educational Qualifications:

• Post graduate degree in social sciences, community development, or

any other related field.

Experience:

• 3-5 years of work experience related to either related gender,

HIV, Trafficking or migration

• Proven ability to provide programming and technical support in

above areas.

• Experience of working with a wide range of partners, including

Governments and CSOs in the respective state for which incumbent is

applying.

Knowledge and Skills:

• Strong programme and facilitation skills

• Excellent documentation and networking skills

• Ability to work as team player.

• High degree of computer literacy

• Experience in handling delegations/visits and liaising with GOI

offices.

• Women candidates will be preferred.

Language:

• Excellent knowledge of English, both written and spoken. Good

knowledge of respective states' language.

The Project Associate will be contracted and governed by the rules

and regulation of Maharashtra State AIDS Control Society (MSACS).

Initially, the contract period will be for one year which may be

extended depending upon the performance and project requirement. The

consultancy fee will be Rs 10,000-/- per month (consolidated) for

this assignment.

Job Summary

Qualifications/Experience:

Master’s degree in accounting/Finance.
