Any chance this is just due to unevenly applied sunscreen?

The spot was noticeable before they went to the beach it just got worse probably because she got more sun and the spot still didn't tan. The pigment just looks really different.

My dermatologist says you should apply the sunscreen at least 30 minutes before going out in the sun. That way it has a chance to get into your skin and not rub off so quickly.
