How would it affect it? I worked for the WIC program and you have to show

proof of identity and residence?

Jen,

Proof of residence and proof of citizenship are not the same thing. You have to

be able to show a passport or birth certificate with this legislation.

Not every member of a family is a legal resident, either. Even if the

participant is there may be more than one member in their household who is not.
