A. The Organization: François-Xavier Bagnoud India Society (FXB- India) FXB-India is registered as a society on the World AIDS Day (December 1st) of year 2000 in New Delhi, under the " societies registration act XXI of 1860 " . FXB-India Society satisfies the conditions u/s 80G of the income tax act 1961of the Government of India. FXB programs are being conducted under the supervision of an elected board of directors and a governing committee. The mission of FXB is to fight HIV and AIDS and support the world's orphans and vulnerable children left in the wake of the HIV and AIDS pandemic by advocating for their needs and by providing direct support to families and communities that care for them. FXB programmes in India have expanded enormously in the past 14 years, since FXB first established FXB Home for children affected by AIDS in Goa in 1991. Today, FXB-India - the only Indian Non-Governmental Organization (NGO) in the field of HIV/AIDS and Human Rights present in all 35 States and Union Territories of India – employing about 200 staff- aims to fight the AIDS pandemic. The prevention, education, treatment programs implemented by FXB till date has been able to benefit more than 235,000 people directly and another 860,000 indirectly. FXB India is part of the global movement of Francois-Xavier Bagnoud International (FXB). FXB has Special Consultative status with the United Nations Economic and Social Council (ECOSOC). FXB is a non- profit organization registered as a 501.C (3) in the United States; in France under the Law 1901 modified; as per articles 60ss of the Swiss Civil Code; and in numerous countries in which FXB has staff and operations, consistent with national registration and incorporation requirements. François-Xavier Bagnoud was a helicopter rescue pilot. The only child of Countess Albina du Boisrouvray, he died in 1986 during a mission in West Africa. He was 24 years old. François-Xavier Bagnoud International was created by his mother, family and friends to honour his memory. From the time that Albina du Boisrouvray founded FXB in 1989, she has sought to identify and apply practical solutions to the social, economic and health problems caused by the AIDS pandemic. FXB has been a leading innovator and pioneer in the fight against HIV/AIDS and the formulation of low-cost solutions to care for those infected and affected by the virus. FXB works with the conviction that the inextricable link between Health and Human Rights is a key to sustainable development. The François-Xavier Bagnoud Centre for Health and Human Rights at the Harvard University is the first academic centre to focus exclusively on health and human rights. The Centre combines the academic strengths of research and teaching with a strong commitment to service and policy development. The global FXB movement is driven by the values of compassion, commitment for excellence and respect for the rights and dignity of the most vulnerable population. All FXB activities are driven with a particular emphasis to improve the lives and opportunities of orphans and other vulnerable children. FXB is committed in investing in the people and systems that make programmes and services better. FXB-India society is in the process of evaluating and re- strategising its program priorities and its effectiveness. FXB has invested millions of dollars for human capacity development, alleviating poverty, enhancing the quality of life of children, and addressing the causes and consequences and mitigating the impact of HIV & AIDS in India. B. The Background FXB-India society is currently engaged in a critical process of refocusing on strategic objectives and integrating the activities of its diverse programmatic areas. Based on the recommendations of a recently completed program review a decision has been made to re- organize the country program management structures. The Director will play a pivotal role in advancing FXB-India's strategic objective of preventing and mitigating the spread of HIV and AIDS in India, with a special emphasis on the well being of children. The Director will accomplish this objective by identifying, managing, and developing strong, sustainable relationships with local partner organizations, providing technical assistance to regional directors, state co-coordinators and other FXB staff, and coordinating staff training, advocacy and other activities as appropriate. The Director will assume responsibility for fostering FXB-India's relationships with key partners, managing the programme budget providing technical assistance to regional directors, state coordinators in integrating Orphan and other Vulnerable Children's HIV/AIDS-specific prevention and care activities into their interventions, providing staff training and supervision, securing additional private and/or public funding for the maintenance and expansion of current programs, monitoring and evaluation of the program with the collection of accurate data and dissemination of lessons-learned and sound practices. The Director will pay particular attention to the strengthening of the country programs by implementing a `rights based' approach to all FXB activities in India C. Job Description 1. Strategic Program Design and Implementation a. The Director will work with the regional directors, state co- coordinators and other staff to identify needs and solutions. b. The Director will play the pivotal role in developing future programming areas, facilitating the integration or orphan and other vulnerable children's needs and concerns with all other programmes and ensuring that FXB utilizes the most up-to-date and efficient responses to the HIV/AIDS epidemic. 2. Fundraising a. The Director will seek out new sources of public and private funding in order to increase the level of support offered to existing programmes, expand the programme base, and increase FXB internal capacity. b. The Director will investigate new funding sources, develop concept papers and grants proposals, and liaise with donors as appropriate. 3. Budget development and financial management. a. Assist in the creation of realistic budgets in accordance with FXB requirements, maximise limited resources and ensure long-term programmatic flexibility and viability. b. The Director through the staff and other external consultant or auditor will maintain the account, ensure financial propriety in day to day management of the programmes and will produce audited account as and when necessary and as per the requirement by law and practice. 4. Report and activity analysis a. Analyse narrative and programmatic reports, make recommendations to improve report writing, and provide feedback on how to improve programming. b. To ensure that established objectives and indicators are being achieved, lessons learned and sound practices are widely disseminated, and the data contained in reports is both comprehensive and reliable. 5. Support visits and Networking a. The Director will visit state offices regularly to observe programme activities, provide support and feedback, and evaluate progress towards stated objective. The Director will also travel within the country for important networking, meetings, and advocacy purpose including meeting with government and other key partners. b. Establish and maintain contacts with organizations that are actively involved in similar projects, for the purpose of information sharing, dissemination of sound practices, and the prevention of overlap of activities. 6. Representation a. Represent FXB at local, regional and international levels as delegated by the CEO of FXB International or the by the Asia Regional Director. 7. Major Challenges and Problem Solving: a. Ensure `a rights' based organizational culture is implemented across the programmes and all other activities. b. Develop and nurture relationships with diverse colleagues across the various state programmes, and collaborating agencies. c. Work within the challenging operating environment presented by multicultural, multi linguistic, particularly in regards to responding to the complexity of HIV/AIDS pandemic with limited financial resources. d. Develop a collaborative and partnership oriented organisation with a cutting edge in advocacy and communications e. Develop a focussed advocacy programme with clear communications as well as production of materials for influencing policy based on lessons learned f. Partnership with other private sector for achieving the goals 8. Supervisory aspects: a. The Director will report directly to the Regional Director as and when fully appointed. Till that time he / she would report to the CEO directly. b. The Director has the autonomy to decide on project issues, within FXB policy guidelines/budgets. As the head of the Country programme she/he has the responsibility for the overview of programmatic issues. 9. Internal Contacts: a. FXB International CEO for overall supervision. b. FXB-India society Board / Governing Body for overview/ policy decisions c. FXB Asia Regional Director for guidance, information sharing, coordination of activities, technical assistance, arranging visits, advocacy, collecting information, and maintaining contact with partners d. Financial department for reporting, budgetary controls, travel arrangements, human resources issues, and other administrative issues. 10. External Contacts: 1. NACO State AIDS Control Societies for coordination. 2. UNAIDS, UNICEF, WHO and other UN representatives in the country and the region. 3. Partners for concurrence, guidance, support and monitoring. 4. Other NGOs for relationship building and dissemination of lessons learned. 5. Donors for the solicitation of funds and progress reporting. 6. Private sector and Business Public Partnership 11. Minimum Qualifications & Experience: a. Advanced University degree (at least Masters or equivalent) in public health, medicine, social sciences, public administration, law, or related fields. At least 15 years experience in progressively responsible positions. b. Experience in designing and implementing HIV/AIDS programs in the areas of vulnerable children, orphan support, AIDS treatment (ART), advocating and behaviour change. c. Experience in dealing with international networks and advocacy in social areas d. Proven effective representation skills to varied high level stakeholders. e. Experience managing, designing, conducting and analysing quantitative surveys or other statistical exercises. f. Proven leadership skills and ability to work in a team. g. Experience in building the capacity of a national staff team from diverse cultures through both supervisory and non-supervisory relationships. h. Strong communication skills, especially writing and presentation skills. Strength in more than one Indian languages, fluency in reading, writing and speaking in English, preferable public oratory as well as proficiency in another UN language will be desirable i. Proven ability to successfully work with Key stake holders and effectively represent FXB at various levels of the Government bureaucracy. Knowledge of the Government structure will be essential. j. Experience working with major donor agencies k. Willingness to travel extensively within country and when necessary outside. 12.
