I work with very many families with a broad range of developmental disabilities. In the population of children with Down syndrome piracetam has been used for quite a while and good effects are seen for some of them. But some have very negative experiences, become more sensory and more hyper on it and simply cannot take it. Any time I see a child with sensory issues and sensory play, I recommend extreme caution with piracetam. It quite often makes it worse. I have seen quite a few times a child start piracetam, start engaging in sensory play (visual, auditory, etc.) and this cease when piracetam is stopped. So, it is not as benign as it is billed in the article posted. For most, I am sure it is fine. But this is an autism list - the most sensitive to the potential negative effects.
