There could be a mold presence in the area. It could just be breathing the warm air and loosening his drainage like you mentioned. I have not seen my son do this and he even has a cold right now. Sometimes he does cough if the humidity in that room is too much, regardless of epsom salts. I dont know if epsom salt is vaporized into the humid air of the bath but it could be drying his nasal passage or throat some.
