NFPA 1710 and 1720 Approved

The National Fire Protection Association (NFPA) Standards Council

heard appeals related to NFPA 1710 and 1720 during their July 10 meeting. NFPA

1710 and 1720 were approved by the members of NFPA at the Anaheim, California

meeting held May 16.

NFPA 1710 and 1720 are a set of industry standards that will serve

as a benchmark for the organization and deployment of services offered by

firefighters. NFPA 1710 are the standards set for career departments, whereas

1720 relates to volunteers. The services covered in the documents include, but

are not limited to, fire suppression and emergency medical operations. They

describe requirements for delivery of services, response capabilities, incident

management, and strategy.

After considering all the appeals, the Council voted to issue the

documents. They will be published in the in the appropriate volume of the NFPA's

National Fire Codes. Local governments may then adopt the standards for their

jurisdiction.

NFPA 1710 had been appealed by various associations, including The

National Volunteer Fire Council (NVFC). The NVFC believed that the standards

should not have differentiated between volunteer and career departments. They

also expressed concern that fire departments would be held accountable to the

documents in legal courts, despite the fact that adopting the standards is

determined by local jurisdiction. Among the other organizations and agencies

included in the appeal filing were New York State Association of Fire Chiefs,

Washington State Association of Fire Chiefs, California Fire Chiefs Association,

Colorado Fire Chiefs Association, The National League of Cities, The United

States Conference of Mayors, and The National Association of Counties.

Other associations, however, supported the NFPA Standards Council’s

decision. Harold Schaitberger, General President of the International

Association of Fire Fighters, voiced his approval of the Council’s decision.

" The decision by the NFPA to issue this new standard will save hundreds of lives

- of fire fighters and the citizens we are sworn to protect with our lives - for

years to come, " he said. " There is no doubt that this standard will result in

more effective and more efficient fire and EMS departments across the United

States and Canada - and in our business that means lives saved. "
