Law enforcement can't be left completely out of the loop because it is potentially a criminal case. This doesn't make sense. EMS should be able to transfer possession of the child to law enforcement officials until CPS gets there. Although I have not read the law that would only makes sense unless the child needs to be transported to the ER.

Oops. I hit the send button before I was through with the message below.

One more point--my understanding is that the EMS provider is to maintain

custody of the child until the department of protective and regulatory

services assumes custody. Even law enforcement is left out of the loop.
