would this be a case for 911? a dog on some Railroad tracks?

the other day I saw a dog walking near and sometimes on some Railroad

tracks.. I know that freight trains used these tracks.. should I have

called 911

or the railroad emergency lines? but I don't know those numbers..

this was near the Los Angeles(metro) Blue line tracks -and I almost used

their

emergency call button (since the dog could have wander in front of a

blue line tracks. and caused an accident but my train before I could
