Do they hear a beep before you say 9-1-1 what is your emergency, or do you say 9-1-1 this line is being recorded .. etc. How do you let them know?>> We don't let them know they are being recorded. In the state of Oregon, only one person has to know a phone call is being recorded and in our case, its us...... Plus, our tapes are a matter of public record. While on the line you can hear a beep ijn the background, and if you the citizen knows what the beep is, then you know that you are being recorded. We don't announce it. Guest guest Posted August 5, 2001 Report Share Posted August 5, 2001 Some states require that if you are recording a voice line, you must announce it or insert a beep (depending on state laws). I know when I call a Florida agency, some non-emergency lines answer with a canned announcement " Orlando PD. You're call is being recorded " and then it forwards to the dispatcher. Guest guest Posted August 5, 2001 Report Share Posted August 5, 2001 Someone told me, not sure if it was Willett during one of his classes or not, but it rings a bell; when someone calls 9-1-1, all of their statements are considered to be " non-mirandized spontaneous statements " , and every bit of it is admissible in court. Therefor there need not be any indication to the caller that they are being recorded. Again, not sure where I got that from, but in Salem County, we do not advise the caller they are being recorded, it is assumed. J. " Incoming 911 calls shall be recorded ia a multi track voice recorder. AND .... " Voice recorded 911 information shall be archived for at least 30 days. " PA Statute Title 18 Chapter 57 - Wiretapping and Electronic Surveilance spells out that: PA is a " two party " state which means that all parties to the conversation must have knowledge and give consent. This is accomplished by the sounding of a notification audible beep every 15 seconds durig the call. This beep is understood to mean that the call is being taped. It really doesn't take long until one doesn't even " hear " it anymore. After all this time I forget it's there. They ask us to have the caller say there name, plus the name of the suspect.
