Tom cat problem

This is probably futile, but is there any way to keep tom cats away

from in season females? My neighbour has a cat that has been speyed

using a French procedure that means she still comes into season but

can't get pregnant, and for the last few days I've had tom cats

yowling in my garden on and off all night, meaning I don't get much

sleep, and my own (properly speyed/neutered) cats are distressed too.

It isn't possible to make my garden inaccessible, and difficult to

make anything inaccessible to cats anwyay.

I've spoken to my neighbour, who just says she's happy her cat has a

boyfriend, and when I mention being kept awake she shrugs and tells me

she doesn't believe in fully speying cats.
