It means a " person with oldfashioned ideas " (Webster's Collegiate, 10th Edition), so strictly speaking you can have " young fogies " , too, and old people with newfashioned ideas who therefore do not qualify as " fogeys " or " fogies " . As long as you keep your ideas up-to-date you will never be an " old fogey " no matter how long you live! It goes with being " young at heart " !
