HOUSE CONCURRENT RESOLUTION

1-1 WHEREAS, Winn has substantially advanced the

1-2 cause of education and helped meet other vital civic needs in South

1-3 Texas through his generous philanthropy over the years, and his

1-4 role in community building is indeed deserving of recognition and

1-5 gratitude; and

1-6 WHEREAS, Born in Long Beach, California, Mr. Winn moved with

1-7 his family to Texas when he was a young child; he graduated from

1-8 high school in Alice and attended Texas A & I University and The

1-9 University of Texas at Austin; with his wife, Patsy, Mr. Winn is

1-10 the devoted parent of five children; and

1-11 WHEREAS, Following his father into the petroleum industry,

1-12 Mr. Winn is chairman and president of Winn Exploration Company,

1-13 Inc., and has been involved with over 1,000 wells in more than 105

1-14 oil and gas fields in the United States, Canada, and Australia; and

1-15 WHEREAS, Named an All American Wildcatter and the recipient

1-16 of the M. B. Rudman Outstanding Wildcatter Award, Mr. Winn has put

1-17 his business acumen at the service of numerous institutions: he has

1-18 been a director of the First National Bank and Highland Park State

1-19 Bank in San ; a trustee for the Mexican Baptist Children's

1-20 Home of San and the Texas State Aquarium in Corpus Christi;

1-21 and a member of the Texas A & I University Development Board and

1-22 Board of Trustees, the Baylor University Council for Institutional

1-23 Development Board, the Santa Medical Center Advisory Board,

1-24 and the National Petroleum Council; at the present time he serves

2-1 on the Christus Spohn Health System Development Board in Corpus

2-2 Christi; and

2-3 WHEREAS, Mr. Winn's contributions in the civic realm are

2-4 legion: his most recent benefactions include the donation of

2-5 property in Eagle Pass for the city's new Civic Center, for the

2-6 Eagle Pass High School--C. C. Winn Campus, and for the Chisum

2-7 Regional Technical Center of the Eagle Pass Independent School

2-8 District; in Uvalde he has given property for the Higher Education

2-9 Complex serving Southwest Texas Junior College and Sul Ross State

2-10 University--Rio Grande College; he has also provided a new

2-11 ambulance for the Fort Duncan Medical Center in Eagle Pass and over

2-12 the years has awarded many thousands of dollars to graduating high

2-13 school seniors; and

2-14 WHEREAS, The building of a modern infrastructure in Eagle

2-15 Pass owes much to the exceptional generosity of this distinguished

2-16 Texan, whose altruism has had such a profound impact in the life of

2-17 that community; moreover, the financial assistance he has given

2-18 individual students has aided immeasurably in developing the human

2-19 resources of the next generation; now, therefore, be it

2-20 RESOLVED, That the 77th Legislature of the State of Texas

2-21 hereby pay tribute to Winn for his many notable

2-22 acts of public philanthropy and extend to him sincere best wishes

2-23 for success and happiness in the years to come; and, be it further

2-24 RESOLVED, That an official copy of this resolution be

2-25 prepared for Mr. Winn as an expression of high regard by the Texas

2-26 House of Representatives and Senate.
