If you witness this type of abuse, you (or anyone, whether they have a

placard or not) can contact the store/mall management. I have found

them to be extremely supportive, and if they are too small of a

business to have their own security force, they will notify the local

police. Tickets can be issued if no one in the car can prove they are

the owner of the tag.
