Yes, but who will teach the FTO? It's better they learn from the people who

know how to use a radio then from a person who doesn't. (still wont stop poor

radio transmission no matter how hard you try).

APCO has an excellent CTO course. It is available through their Virtual

Institute. In my former life (as a dispatch/9-1-1 Director), we used it

with success.
