I wish we had that here in Iowa. The most important is the paper trail, the reason it was requested is just now being touted as a potential for abuse. But still the paper is still THE important item. Abuse is rampant here. Someone must be held accountable, unfortunately it's the dispatcher for not doing the paperwork correctly.
