Looks to me like you find the director in your state and go from there. Their mission is to provide miniature shetland ponies to children with disabilities. It reminds me a little of Dogs for the Deaf, if you're familiar with that program. If you go to the web site, you will get the information on the program and find the links regarding how to apply for a pony.
