This is North Korea's typical tactics. They act up and blame the South and only shut up when someone throws them a bone. Why wouldn't they keep doing it when under Clinton it got them nuclear reactors? Why wouldn't they keep threatening the South when it allows them to keep exporting prohibited technology, drugs and counterfeit currency on a massive scale?
