Government can: 1: Stop the politically motivated bailouts (which are all about getting kickbacks in the campaigns). 2: Freeze taxes at their current level for 5 years. That is as they are, including the Bush tax cuts. 3: Freeze spending at the 2008 level not including the bailouts. 4: Cut government and NOT by gutting the military, which is already happening. There is far more waste and fraud in the social welfare departments to be weeded out first. 5: Ban K street and the lobbyists. The lobbyists, especially the vast number of foreign ones, have been the grease that has corrupted our system as badly as it has become. Get rid of them. 6: Cut off most foreign aid. It has bought us few allies and financed many enemies. 7: Bring home most of the military. We've played global cop long enough. We can send naval forces to escort convoys of our own ships, meaning ships heading to or from (and carrying mostly US made goods) the US, but other ships are on their own, unless they pay a fee for joining the convoy. Said convoy would then shoot first and ask questions later of any suspected pirates. 8: Cut government red tape to let the market fix itself and get rolling again. Equalizing trade protections one the one end while commanding unions to either disband or accept reasonable wages and benefits. There are other things, but these would be a start. As long as Obama keeps trying to impose his Marxist views, the more the economy will crumble until there is nothing left, except in the hands of the rich, connected Democrats. You think that's an exaggeration? Look up the richest people in the US and its mostly Dems. They want these policies not to help the people, but to grab their and keep others from getting any other their own, crushing the competition.
