They should have known to check the van thoroughly not just for him but for anyone, things someone might have left, or even signs of sickness like someone having thrown up. Calls to mind those "hospitals" the rich of England used to have in the 1800's to early 1900's. Crazy or sickly relations sometimes ended up there, were kept in poor conditions, malnourished, etc. Eventually they'd just die, natural causes of course, like pneumonia caught while being taken for air during a rainstorm, things like that.
